Programmes at ISCED level 2, aim to lay the foundation for lifelong learning and human development upon introducing theoretical concepts across a broad range of subjects which can be developed in future stages. The evidence-based education movement has its roots in the larger movement towards evidence-based-practices. In informal learning, there is often a reference person, a peer or expert, to guide the learner.
